Commissioner Andrew Dzykewicz, Rhode Island Office of Energy Resources

Andrew Dzykewicz serves as the Commissioner of the Rhode Island Office of Energy Resources. Mr. Dzykewicz brings a set of experiences comprised of technical, economic, policy matters. This set of experiences enables a holistic view of energy infrastructure and market issues.

Mr. Dzykewicz has spent almost forty years in the energy business in government and private industry. He was appointed to the position of Chief Advisor to the Governor on Energy by Governor Carcieri in January of 2006. Later in that year, he was appointed to be the first Commissioner of the Rhode Island Office of Energy Resources. Just prior to his appointment, Mr. Dzykewicz worked at the Rhode Island Economic Development Corporation where he facilitated an agreement on underground high voltage transmission line in Providence, represented the RIEDC at PUC negotiated rulemaking regarding renewable portfolio standard, negotiated a reduction in electric rate for U.S. Navy Newport, advised the Governor’s office on various energy related matters, and testified on energy bills before the Rhode Island legislature.

Prior to his employment at the RIEDC, he was President, Energy Solutions Rhode Island, a company that provided consulting services in energy economics and technical issues, including technical and financial feasibility studies for merchant power plants in the restructured environment, plant site location services and energy project proposal services.

As President, Quonset Energy Associates, Inc., Mr. Dzykewicz led an effort to develop an electric and thermal energy supply project at the Quonset Point industrial park.

As Chief Power Engineer, Maguire Group Inc., Mr. Dzykewicz provided technical and financial consulting services to electric utilities, government agencies, and independent power project developers.

Mr. Dzykewicz has also been active in a number of Professional Organizations. Mr. Dzykewicz is a member of The International Association for Energy Economics.

While involved in the Northeast Energy and Commerce Association, he was elected to the Board of Directors, elected to Vice President Administration, elected to Vice President, Policy, and represented the organization at the Rhode Island Restructuring Collaborative as well as provided testimony on electric industry restructuring before the Rhode Island and Massachusetts legislatures as well as the Rhode Island PUC and Massachusetts DPU.

In the American Society of Mechanical Engineers, he was elected to Member grade, served as two-term chairman Providence Section, served as Regional Professional Development Chairman, served on ANSI/ASME B31 Code for Pressure Piping Mechanical Design Committee, the B31.1 Code for Power Piping Committee on Failures and task groups of the ASME Section III Code for Nuclear Power Plant Construction.
